"The UK's current IP system is falling behind what is needed, especially in the area of copyright" said Professor Ian Hargreaves in its review of Britain's Intellectual property law.
While Hargreaves' Review strictly rejects the introduction of a US fair use doctrine in the UK legislation that would enable companies such as Google to aggregate news content without risk of being sued, the Review calls on private copying exception without compensation for right holders and suggests extended collective licensing systems for vast licensing of orphan works with no reference to a strict enforcement of moral rights and the right for authors to be identified.
