7. Collective Agreements in Central and Eastern Europe From the EFJ Central European Group The EFJ-AGM instructs the EFJ-Steering Committee and the Secretariat to support efforts to introduce legal conditions for collective agreements in Central and Eastern Europe, as they are standard in Western Europe. Collective agreements' laws are the precondition of collective bargaining and the acceptance of treaties' contents. The participants of the last Central European Group meeting (EFJ member unions from Austria, Czech Republic, Germany, Slovenia and Switzerland) had in mind that the non-existence of a legal framework for collective agreements are an alibi for the employers to deny collective bargaining. Only if a law legitimates the unions in collective bargaining and signing collective treaties, the employers are forced into bargaining and the unions can play their role and be strengthened.
